Worked after a bit
Hooked it up to 12 volts. Really 11.83 volts in and measured 11.83 out with a multi-meter. The volt meter did show 11.8. Started turning the V adjust screw both directions, many full revolutions but display did not change. Wondered if a load was needed on the output, hooked an Arduino Mega on the output. Still no joy when changing V adjust screw. With no power being applied, spun the screw many times until I heard some clicking. Also changed to a 5 volt input. Reapplied power, with no load, and saw 4.99. But I finally got a change! Spun it down to 2.65 volts. Powered down again and reconnected to 12 volts. Powered up, and it still showed 2.65 volts, but was able to get to my desired voltage around 8.5 volts. Do not know exactly what fixed it. I would buy another in the future.
